Min $1M qualified budget (per episode for TV). Feature >=75 min runtime. New TV/animated series & pilots (after 7/1/2025) >=20 min/episode; miniseries >=2 episodes. Must film >=75% of principal photography days in CA OR >=75% of budget in CA. Requires Diversity Tracking & Unlawful Harassment Policy and 0.50% Career Pathways Training contribution. From 1/1/2026: animation + large-scale competition/reality shows (>$1M) eligible.

Uplifts

Rate bumps that stack on the base program, up to its published ceiling. Uplifts are the most commonly missed money in any program, because qualifying for one is usually a location or scheduling decision made long before anyone is thinking about submittal.

    AGGREGATE of 4.0 uplifts, all narrow-base: OZ +5% on wages+purchases used outside LA 30-mile zone during prep-strike; VFX +5% on CA VFX spend (>=$10M or >=75% of worldwide VFX) — OZ+VFX together capped at 5% of total QE, non-indie only; Local hire +10% (+5% relocating TV) on OZ-resident wages working OZ, all categories. Career Pathways trainee bonus up to +2% of CREDIT amount (reg proposed 9/4/26, not adopted).

How to apply

Apply online via the CFC portal during allocation windows. Phase I: submit application (Jobs Ratio Ranking determines admission). Phase II: top-ranked applicants submit documentation; CFC issues Credit Allocation Letter (CAL). Phase III/IV: production. Phase V: submit CPA Agreed-Upon-Procedures audit to receive Tax Credit Certificate. TV allocation ~April; feature allocation ~May annually.

The rule to remember

Uplifts never raise the whole-project rate (CFC FAQ): OZ+VFX aggregate <=5% of QE, local hire +10% only on OZ-resident wages working OZ. Jobs Ratio ranking governs admission. Refund election 90%/5 yrs (SB186 passed 8/31/26, unsigned: 95%/2 yrs).
