What qualifies

Pass the Croatian Cultural/Qualifying Test (cultural content; creative collaboration; use of Croatian production capacities). Applicant must have produced/serviced ≥1 publicly screened AV work in the last 3 years; ≥70% of Croatian-cost financing secured; ≥30% (partial filming) or 50% (entirely in Croatia) of cast/crew Croatian or EEA. Plus minimum spend by format. Productions benefiting >€500K must take ≥1 Croatian trainee; >€1M must employ ≥3 (co-)department heads and 50% Croatian-tax-resident crew.

    Adds 5 percentage points (30% in total instead of 25%) on goods and services bought and paid in local government units ranked below average in development under Croatian regional development law. Where production is only partly in those units, the 30% applies to the share of other qualifying costs proportional to shooting, animation or post-production days spent there. How to apply

The Croatian co-producer, or the Croatian production service company engaged by a foreign producer, files the application in Croatian, electronically signed, with HAVC (filmingincroatia@havc.hr) no later than 8 days before the official start of shooting or first animation in Croatia (before post-production starts for post-only projects). At filing, 70% of Croatian production financing must be secured and the qualification test passed (14 of 36 points for service productions, 22 of 44 for co-productions). Crew engaged in Croatia must be at least 50% Croatian or EEA citizens when the work is made entirely in Croatia (30% when partly). Incentives over EUR 500,000 require a Croatian trainee in each main department; over EUR 1,000,000 also three tax-resident heads or co-heads of department and 50% tax-resident workers. Payment follows completion, an audited cost report and the HAVC payment decision; a beneficiary without a Croatian seat needs a Croatian branch by payout.
