How to apply
An Estonian-registered production company, or an Estonian branch or subsidiary, with at least two years in audiovisual production and Estonian tax-resident employees applies to the Estonian Film Institute at any time, with a cooperation agreement with the foreign production company and confirmation that financing including the requested support covers at least 70% of the work's total budget. Costs are eligible from the application date. Applications are decided within 40 calendar days; the final cost report is audited within 30 days of submission and payment follows within 10 days of approval.
The rule to remember
The 40% rate is automatic above the eligible-cost thresholds; below them the rate is 30% unless at least two Estonian creative workers are involved, and only spend with Estonian-registered companies and Estonian tax-resident personnel counts.

Resident personnel costs must be at least 25% of eligible costs for features, documentaries and scripted series (EUR 500,000 when eligible costs exceed EUR 2,000,000) and 40% for animation.. Falling under the minimum is a total loss of the benefit, not a partial one — it is worth confirming the threshold before locking a budget.
