Film Rebate Program (2026 Pilot)

Headline rate

30%

Minimum spend

$500K qualified spend ($1M total budget)

What Iowa actually pays

The state pays cash against qualified spend. No tax liability needed, no broker, no discount — the cleanest structure for an independent production.

What qualifies

Total production budget ≥ $1,000,000 including ≥ $500,000 qualified Iowa expenditures, with evidence the budget is fully funded. Must use a qualified production facility: (1) a dedicated in-state studio, (2) an in-state studio where all preproduction and production take place for a location shoot, or (3) a company with principal place of business in Iowa for the 3 prior consecutive years that produced a qualified production. Must film mostly in-state and be made available to the public.

How to apply

Applications accepted Feb 2 – Mar 16, 2026 via the Opportunity Iowa Portal. Register with ID.me for verification; create individual and organization profiles. Part A: submit studio certification. Part B: submit rebate application for the qualified production. A studio may apply for one or more rebates without waiting for official certification.

The rule to remember

Facility-restricted — only qualified Iowa studios/companies qualify; not for out-of-state productions.

Common questions

What is the Iowa film tax incentive rate?
Iowa offers 30% on qualified in-state spend through the Film Rebate Program (2026 Pilot). It is a cash grant. The state pays cash against qualified spend. No tax liability needed, no broker, no discount — the cleanest structure for an independent production.
What is the minimum spend for the Iowa film incentive?
$500K qualified spend ($1M total budget). Falling under the minimum is a total loss of the benefit, not a partial one — it is worth confirming the threshold before locking a budget.
Is the Iowa film incentive transferable or refundable?
Neither transferable nor refundable, which limits its value to productions with in-state tax liability.

Verify before you budget. These figures come from our own incentives database and each shows when it was last reviewed — but programs change between funding cycles and legislative sessions. Confirm with the film office, or ask us, before a number goes into a budget.

QUICK CALCULATOR

What could Iowa be worth?

A first-pass estimate with the arithmetic shown, so you can check it rather than trust it. Switch states right here to test the same budget elsewhere, or line up to five states up side by side on the compare page.

Compare with

Programs in a similar rate band. The mechanism matters as much as the percentage — a transferable credit at 30% is not the same money as a cash grant at 30%.
