How to apply
The foreign production company files the request with the Ministry of Commerce and Industries (Panama Film Commission, filmpanama@mici.gob.pa) and keeps supplier invoices available for audit. The General Directorate of Revenue of the Ministry of Economy and Finance reviews the claim before the Ministry budgets and pays it.
The rule to remember
The return is a budget payment, not a tax credit: the Ministry of Commerce and Industries has up to 18 months to pay after the amount is recognized in its budget line, and nothing is earned on non-Panamanian talent.
