What qualifies

At least 60% of total production expenses (pre-production, production, post-production) must be incurred in Pennsylvania. Eligible types: feature film, television film, TV talk/game show series, TV commercial, TV pilot, or each episode of a TV series intended as national programming. QPF stage bonus tiers: productions under $30M PA spend must build >=1 set at a QPF, shoot >=10 days, and spend >=$1.5M on QPF goods/services; productions >=$30M PA spend must build >=2 sets, shoot >=15 days, and spend >=$5M. Standalone/integrated post-production at a Qualified Post-production Facility earns 30%.

  • Film Production Tax Credit: Post-Production Credit

    Postproduction expenses incurred at a DCED-registered Qualified Postproduction Facility only (PA facility, ≥10 PA-resident FT employees, ≥$500K capital investment) — narrow-base: flat 30% on those dollars, claimable stand-alone (post-only projects) or alongside the 25/30% production credit; the same post dollars do NOT also earn the production-side rate (Component B replaces Component A on them, so it is not additive). How to apply

Apply through the DCED Enterprise eGrants System (grants.pa.gov) and submit the Single Application for Assistance. Submit a complete package (Film Tax Credit Application, budget top sheet, script/treatment, proof that 70% of financing is secured with remaining 30% in place before principal photography). Application fee is 0.2% of anticipated credits (max $10,000; waived for budgets <= $1M). Reviewed quarterly: Jul 1-Sep 30, Oct 1-Dec 31, Jan 1-Mar 31, Apr 1-Jun 30. The rule to remember

The rate is not the constraint, the $100M/FY cap is: FY2025-26 awards reached $117M by drawing on the statutory advance-award of next year's credits (§8716-D(a): up to 30%/20%/10% of the next three FYs), so FY2026-27 credits are already partly committed. Applications reviewed in quarterly windows, evaluated on criteria (not first-come); per-project ceiling 20% of the annual cap ($20M/FY, excess funded from the next FY); $5M PA Film Producer Reserve. Non-refundable: sell via DCED Assignment Application (buyer may offset max 50% of its liability, no resale), 3-year carryforward. 60% PA-spend test applies to the whole production budget.
