What Kosovo actually pays

The state pays cash against qualified spend. No tax liability needed, no broker, no discount — the cleanest structure for an independent production.

How to apply

A production company registered in Kosovo (or a Kosovo subsidiary of a foreign company) and entered in the Kosovo Cinematography Center registry applies to the Kosovo Cinematography Center year-round, with the contract with the foreign investor, budgets, cash flow, schedule, chain of title and proof that 50% of the funds for completion and 100% of the Kosovo spend are secured. Application fees are EUR 250 (short form), EUR 1,000 (long and mid form) or EUR 10,000 (long-form fast track). Decisions take up to 28 working days, or 13 on fast track. Long-form projects can draw up to half the rebate after contract signature and bank proof of 50% of planned Kosovo spend, with the balance after the audited final report and delivery of master files. Productions must employ at least five local trainees on long-form projects and two on mid or short form, pay local staff at least the standardized minimum rates, and carry full production insurance.

The rule to remember

The foreign investor must contract a KCC-registered Kosovo company that applies, holds the dedicated project account and hires local trainees; rebate payments are made only between March 1 and December 23.

Common questions

What is the Kosovo film tax incentive rate?
Kosovo offers 30% on qualified in-state spend through the Kosovo Production Rebate. It is a cash grant. The state pays cash against qualified spend. No tax liability needed, no broker, no discount — the cleanest structure for an independent production.
What is the minimum spend for the Kosovo film incentive?
Foreign investment spent in Kosovo excluding VAT: over 60 minutes, feature EUR 175,000, documentary EUR 75,000, animation EUR 100,000, TV episode EUR 100,000, video game EUR 150,000; 30 to 60 minutes, narrative EUR 75,000, documentary EUR 60,000, TV episode EUR 75,000; under 30 minutes, most formats including commercials and music videos EUR 20,000, TV episode EUR 50,000. Falling under the minimum is a total loss of the benefit, not a partial one — it is worth confirming the threshold before locking a budget.
Is the Kosovo film incentive transferable or refundable?
Refundable — the excess over your state tax liability is paid out in cash.

Verify before you budget. These figures come from our own incentives database and each shows when it was last reviewed — but programs change between funding cycles and legislative sessions. Confirm with the film office, or ask us, before a number goes into a budget.

QUICK CALCULATOR

What could Kosovo be worth?

A first-pass estimate with the arithmetic shown, so you can check it rather than trust it. Switch states right here to test the same budget elsewhere, or line up to five states up side by side on the compare page.

Compare with

Programs in a similar rate band. The mechanism matters as much as the percentage — a transferable credit at 30% is not the same money as a cash grant at 30%.
