What qualifies
Qualifying Maltese production company/SPV required; min €100K Qualifying Maltese Expenditure (budget >€200K). Cultural test (points-based) plus Film Commissioner assessment for the up-to-10% cultural uplift. Eligible spend = goods/services procured in Malta; BTL labor of all nationalities qualifies (since June 2024).

How to apply
Email the full application (application form, cultural test with at least 40 points, full and Malta budgets, schedules, crew lists, service agreement) to the Malta Film Commission before principal photography. A provisional certificate follows within 30 working days. A 10% advance is available once work in Malta begins, and the balance after final submission and audit. At least five trainees from the Opportunity for All program are expected.
The rule to remember
Apply at least 30 working days before shooting in Malta. The 30% floor rises to 35% when Malta plays itself or local studio facilities are used, and to 40% when local-crew department targets are met.
