What Portugal actually pays
The state pays cash against qualified spend. No tax liability needed, no broker, no discount — the cleanest structure for an independent production.

Grants & funds
Grant funds and fellowships available to productions here, including national programs. Awarded competitively rather than earned on spend.
- 30%
RIPAC Large Production Incentive (SCRI.PT)
30% of the first EUR 2,000,000 of eligible spend in Portugal and up to 25% of eligible spend above EUR 2,000,000. Spend in low-density territories or the autonomous regions (Azores and Madeira), and pay of cast and crew with a certified disability, earns 30% regardless of tier. Eligible spend is spend in Portugal directly related to the production on authors, cast, crew and other personnel, plus goods and services supplied and invoiced in Portugal; up to 20% may go to EU or EEA providers. [basis: qualified-spend]
Minimum spend: EUR 2,500,000 of eligible spend in Portugal per work or per season
How to apply
Apply online through ICA's platform during an application phase (phases open by the end of March and the end of September; the second 2026 phase runs 28 September to 12 October 2026). A foreign production applies through a Portuguese executive producer; an EU or EEA company may instead register with ICA as a non-resident European company, but must set up a Portuguese company or branch (single-purpose vehicles allowed) before eligible spend begins. Projects must reach the minimum score on ICA's cultural and promotional evaluation table. Payment follows in installments of 10%, 40% and 30%, with the balance after audited certification of final costs.
The rule to remember
Selective, not automatic: apply in one of the two yearly phases before shooting in Portugal starts, begin shooting within six months, and have confirmed financing for more than half of eligible spend at application.

Common questions
- What is the Portugal film tax incentive rate?
- Portugal offers 30% to 40% on qualified in-state spend through the RIPAC Medium-Budget Production Incentive (SCRI.PT). It is a cash grant. The state pays cash against qualified spend. No tax liability needed, no broker, no discount — the cleanest structure for an independent production.
- What is the minimum spend for the Portugal film incentive?
- EUR 500,000 of eligible spend in Portugal per work, including animation; EUR 200,000 for documentaries and projects without shooting in Portugal. Projects with EUR 2,500,000 or more use the large production incentive.. Falling under the minimum is a total loss of the benefit, not a partial one — it is worth confirming the threshold before locking a budget.
- Is the Portugal film incentive transferable or refundable?
- Neither transferable nor refundable, which limits its value to productions with in-state tax liability.
Verify before you budget. These figures come from our own incentives database and each shows when it was last reviewed — but programs change between funding cycles and legislative sessions. Confirm with the film office, or ask us, before a number goes into a budget.

Programs in a similar rate band. The mechanism matters as much as the percentage — a transferable credit at 30% is not the same money as a cash grant at 30%.
