How to apply
The foreign producer contracts a Ukrainian film company registered as a VAT payer and applies to the State Film Agency of Ukraine for a preliminary cultural test opinion before production is complete, paying a review fee of 10 subsistence minimums through the Ukrainian company. Within one year after completion it files the subsidy application with a production report and a certified auditor's report on qualified expenses and taxes; the agency decides within 20 days and pays into the Ukrainian company's bank account. For commercials and music videos, 10% of the subsidy must be transferred within 20 days to the state fund for debut films.
