How to apply
The non-domiciled producer or co-producer registers the film or audiovisual investment project with PROCOMER through the Single Investment Window (inversion.vui.cr), obtains a temporary tax ID (NITE) at least 30 days before production, keeps monthly spending reports through a local accountant, and files the closing documentation. PROCOMER verifies the purchases and recommends the refund to the Ministry of Finance.
The rule to remember
This refunds VAT, not spend: the 11.7% applies only to VAT-bearing purchases in Costa Rica, so a payroll-heavy budget recovers far less than 11.7% of its local spend.
